Health Insurance Response to Coronavirus – COVID-19

Coronavirus symptoms can appear from 0 to 1 4 days after exposure.  Symptoms vary from person-to-person.  Symptoms can include:  sneezing, runny nose, fatigue, cough, fever, sore throat, shortness of breath, diarrhea.

Effective immediately, Horizon BCBS of NJ is:

Waiving cost sharing obligations (out-of-pocket costs) for all services associated with the diagnosis of COVID-19 per Centers for Disease Control and Prevention (CDC) guidelines. This includes:

  • Waiving cost sharing obligations for all charges associated with a visit to an in-network primary care doctor or urgent care center or an in-network or out-of-network Emergency Room (ER) for evaluation of symptoms identified by the CDC as possible indicators of COVID-19 infection (fever, cough and shortness of breath).
     
  • Waiving cost sharing obligations for all charges associated with a visit to an in-network primary care doctor or urgent care center or an in-network or out-of-network ER for COVID-19 testing for members who know they have been exposed to an individual diagnosed with COVID-19.
     
  • Waiving cost sharing obligations at in-network and out-of-network labs for charges associated with the delivery of services connected to CDC-approved lab studies or tests for COVID-19 for members who know they have been exposed to an individual diagnosed with COVID-19 or with symptoms identified by the CDC as possible indicators of COVID-19 infection (fever, cough and shortness of breath).   

This means your doctor or other health care professional should not collect your copay, coinsurance or deductible for care to diagnose COVID-19.  Additionally, Horizon BCBSNJ is:

  • Waiving early medication refill limits on 30-day prescription maintenance medications (consistent with your benefit plan) and/or encouraging you to use 90-day mail order benefit. We will also ensure formulary flexibility if there are shortages or access issues, and not hold patients liable for additional charges stemming from obtaining a non-preferred medication resulting from shortages or access issues.

As an added resource for our members during this evolving public health crisis, Horizon BCBSNJ is providing at no cost  24/7 access to licensed nurses who can help members who have symptoms that are consistent with the suspected coronavirus 2019 infection.   Learn more about what Horizon BCBSNJ is doing to ensure our members have continued access to care.

AmeriHealth New Jersey will cover and waive cost-sharing (such as co-pays and coinsurance) for the COVID-19 test when performed at a hospital or an approved laboratory. This includes members enrolled in our fully insured plans, employer-sponsored plans and the individual and family plans available through the Affordable Care Act. Self-funded plans will be able to opt-out of this program.

Given that the test is new and specific billing codes for commercially available tests were only recently designated, members should report any concerns about claim payment to our customer service staff at the number on their member card. At this time, the Centers for Disease Control and Prevention (CDC) and state labs currently performing the testing are not billing for COVID-19 testing, so members should not incur costs when tested by these labs.

If members have any questions about whether they should be tested, they should contact a health care professional who will work with the state public health department in the member’s state and the CDC to determine if they need to be tested for COVID-19.

Members Health Plan NJ/Aetna members will have access to the following resources:

  • Members Health Plan NJ (MHPNJ) will be waiving co-pays for all specific diagnostic testing related to COVID-19 ("Centers for Disease Control and Prevention (CDC 2019-Novel Coronavirus (2019-nCov) Real-Time Reserve Transcriptase (RT)-PCR Diagnostic Panel").  The test can be done at any approved laboratory location.
  • Beginning March 6, 2020 and for the next 90-days, MHPNJ is offering a zero dollar co-pay for telemedicine visits.  MHPNJ members should use telemedicine as their first line of defense in order to limit potential exposure in physician offices.  Cost sharing will be waived for all phone and video visits through Teladoc offerings.  
     
  • Using Teladoc as your first line of defense can help prevent unnecessary exposure and transmittal of the coronavirus.  Teladoc doctors can answer questions about the disease, evaluate risk, and provide support by phone or video to help prescribe treatment and medications to relieve symptoms. Teledoc physicians can also provide guidance for affected patients.
